The USS Richard E. Kraus (DD-849, AG-151) was named after Richard Edward Kraus and built by Bath Iron Works in Bath, Maine. The laying down of the vessel took place on July 31, 1945. It was then proceeded to be launched on March 2, 1946. The ship was commissioned on May 23, 1946, and was in service for 29 years and 11 months up until it was decommissioned on July 1, 1976.

Throughout its period of service, it underwent reclassification twice: first on August 25, 1949 to EAG-151, and then on January 11, 1954 back to DD-849. The hull number of the ship was DD-849 and it could be identified by its call sign: NBCN. The ship's motto was 'Scientia Tridens' which translates to 'Knowledge Seapower'.

After spending time in service for the US, USS Richard E. Kraus was transferred to South Korea on February 23, 1977, following the striking from naval registry on July 1, 1976.
