The USS Robert A. Owens, named after Robert A. Owens, was ordered on June 6, 1943. The ship was built by the Bath Iron Works in Bath, Maine, and was laid down on October 29, 1945. The USS Robert A. Owens was launched on July 15, 1946 and officially commissioned on November 5, 1949. The vessel was active for 32 years and 3 months before getting decommissioned on February 16, 1982.

During its service, it was reclassified three times: as DDK-827 on January 28, 1948, DDE-827 on March 4, 1950, and finally as DD-827 on August 7, 1962. It was struck from the Naval Vessel Register on August 6, 1987. After its decommission, it was transferred to Turkey on the same day, February 16, 1982.
