The USS Tidewater, bearing the hull number AD-31, was named after the Tidewater region of Virginia. It was built by the Charleston Naval Shipyard in North Charleston, South Carolina. The ship's construction began on November 27, 1944, and it was launched on June 30, 1945.

The USS Tidewater was officially commissioned on February 19, 1946. After being active for approximately 25 years and one month, it was finally decommissioned on February 20, 1971. Its fate following decommission was to be leased to the Indonesian Navy in 1971 and subsequently sold in 1981.
